/usr/lib/X11/localeen_US.UTF-8/XLC_LOCALE 파일에 있는 locale

Redhat /usr/lib/X11/locale/en_US.UTF-8에 XLC_LOCALE 파일을 보면
아래와 같은 fs0 fs1 fs...7 cs0 cs1 cs2....cs7 이런식으로 되어있습니다.
fs 와 cs의 차이를 알고 싶습니다.
파일을 보면 fs0, cs0 매핑도 틀리거든요.
또한, MOTIF상에서 UTF-8을 출력하려면 fs와 cs를 어떤식으로 맞쳐야하는지요.???
